Assistant Director of
Asset Management and Programme Delivery

Welcome

Peter Matthew

Thank you for your interest in joining us in Hounslow as our Assistant Director of Asset Management and Programme Delivery.

Hounslow is a diverse and vibrant borough stretching from the outskirts of Heathrow in the West, to Chiswick in the East. The Covid-19 emergency has had a significant impact, both economic and social, on many of our residents. That is why the Council is embarking on an ambitious recovery programme to revive and regenerate the borough whilst keeping our residents at the heart of everything we do.

Corporately, we are taking forward our One Hounslow approach to transform and reform our services, creating new initiatives that deliver real changes for our residents - we want tangible changes that are driven by positive and measurable outcomes in their lives.

We are looking for a talented and progressive person to play a vital role in developing and implementing our strategies, policies, programmes and actions for improving our delivery of our capital and asset improvement programmes and projects.

We are looking for a candidate of outstanding calibre – you may be established in the grade, or exceptionally able and ready to take a step up. You will have vision, experience, and be skilled in leading and motivating teams and agendas to deliver quality and high standards.

Peter Matthew
Executive Director, Housing, Planning and Economic Regeneration London Borough of Hounslow

The Role

Salary: Up to £84,508
Our property function has been completely reimagined and restructured, and we now operate under a new Corporate Landlord Model. We need you to come in and own Asset Management, and embed this new Corporate Landlord Model. This is a brilliant opportunity for someone to put their mark on the function and make a real difference to how we manage our portfolio.

In effect, you will be responsible for the delivery of the borough's Capital and Revenue programmes to the Housing, Schools and all Corporate Property Portfolios. Whether it’s constructing a footbridge over the Thames, building a depot or working with schools, you will be getting involved with a really interesting range of projects. And with capital projects worth £50 million to be delivered annually, there’s scope to make a real difference to the future of the borough.

A really exciting aspect of the role will be around future asset strategy. We want you to strategically think through what assets the Council needs in the future - how many, what type and where, and what kind of capital investment strategy is needed.

You will be our “technical engager”. You’ll have a good understanding of the technical side of capital projects and programme delivery and also be able to engage our people, working across the Council to build relationships and make our plans a reality.

About You

You will need to demonstrate that you can deliver capital projects effectively, have experience of a conurbation/urban environment and understand technically how projects can be delivered and, importantly, have strong relationship skills.

With capital projects worth £50 million, we understand the need for you to have a strong team behind you, and you will have the opportunity to shape the team and culture to ensure you have the support you need.

The One Hounslow approach is incredibly important to us (read more about this on the ‘About Hounslow’ page), so buying in and exhibiting the One Hounslow behaviours will be key. We’re not a siloed organisation and we want you to be able to work across the Council, engaging with colleagues and residents to get things done.

Hounslow is a great place to work and live. There’s no doubting that we operate in a dynamic environment and we are truly agile workforce. We’re open to someone who would prefer hybrid working and would agree to be in the office once or twice a week.
